July 19, 2012 C- 1981 - 014 /Southfield Mine JHB <br />Stabilization, Placement: <br />The RDA is well vegetated but the established vegetation is very dry. Annual forbs are showing evidence of stress <br />and many are already drying up. The South west and west side of the RDA has dry annual species apparent on the <br />surface. However further observation of these areas finds numerous perennial grasses, though they are severely <br />stunted due to the drought. Four wing saltbrush remain healthy and well established in this area. No erosional <br />features were observed, in spite of the drought stressed vegetation. <br />The surface of the RDA continues to exhibit good vegetative cover. No concerns were noted beyond observation <br />of the reclaimed vegetation to endure the dry conditions. <br />ROADS — Rule 4.03 Construction 4.03.1(3)/4.03.2(3) Drainage 4.03.1(4)/4.03.2(4) Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) Reclamation 4.03.1(7)/4.03.2(7): <br />The access road through the reclaimed portal area and back to the RDA remains in good condition. there has been <br />little precipitation so no erosional features were observed on the road. The water bars cut into the road to assist in <br />directing runoff off of the road have filled in with time. EF may want to re -cut these water bars since they are <br />effective in controlling runoff. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />The inspector evaluated the shrub establishment on the portal area. Areas identified on Drawing 33; Southfield <br />Reclamation Plan (dated 8/29/2002) as shrub clumps were located on the ground with a Yuma tablet GPS. <br />The clump locations didn't completely correlate to the locations shown on drawing 33 (8/29/2002) but snatched <br />more closely with Drawing 33 (TR35 dated 10/1/2003). <br />Shrub clump 1 and 2 should be lumped together as they intergraded into each other, and correlate to the clump <br />shown south of the gravel pad area on Drawing 33 (10/1/2003). Shrub Clump 10 correlates to the location west of <br />Shrub clump 1 on drawing 33. <br />Shrub clump 1/2 had approximately 130 woody plants alive and healthy within this area. This was not an <br />inventory but an observation of species and number of live shrubs on the site. Woody species observed within this <br />area included: Four wing saltbrush, Mountain mahogany, Skunkbrush sumac, Ponderosa pine, Juniper, Pinyon <br />pine, and Rabbitbrush. Many of the Rabbitbrush are growing decadent and not as vigorous as the other species <br />observed. <br />Based on GPS data, Clump 1/2 area measured approximately 775 sq M (0. 19 ac.) 130 stems /0.19 ac = 684 stems <br />per acre. This is not a scientific statistical accurate count but a field estimate. <br />Shrub clump 10 was approximately .69 acres in size. This plot intergraded into the surrounding implanted shrubs. <br />Numerous transplants were apparent and healthy. The inspector counted roughly 210 woody plants in this <br />polygon. An extremely rough estimate of the woody stems in this area is 304 stems /acre. This is purely a visual <br />estimate using a GPS to define and area and should no way be considered a definitive value of established woody <br />plants. Woody species present in this shrub clump 10 area included Mountain mahogany, Ponderosa, Juniper, <br />Number of Partial Inspection this Fiscal Year: 1 <br />Number of Complete Inspections this Fiscal Year: 0 <br />Page 3 of 9 <br />
