No <br />representative of Seneca Coal Company was present during the inspection. Weather conditions during the <br />inspection were sunny and warm. Ground conditions were dry at the time of the inspection, but the operator <br />reported 4 inches of rain between July 5 and 6. <br />BACKFILL and GRADING — Rule 4.14 <br />CContemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination <br />4.14.1(2)(f); Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and <br />Gullies 4.14.6: <br />Reestablished drainages - PM -4, between T18 and T20 was in excellent condition. <br />The upper portion of the Pond 009 drainage, near LU -1 and -IA roads was in good shape. <br />006 Gulch, from the Ridgeline Access Road to T5 was downcut in a few areas. A 50' section on either side of the <br />confluence of 006 Gulch and the Culvert PM17 channel had eroded about 15" in depth. <br />PM -1, -IA, and -113 (Pond 017 drainage) had been reconstructed and lined with rip rap down to the T25 stock <br />tank. Two surge structures had been repaired and a third constructed along the drainages. T25 was being drained <br />and will be reconstructed as a surge structure. The reconstructed portions of these drainages were in excellent <br />condition, and had performed well during recent rain events. <br />All of the lower portions of the Pond 016 drainages (PM -2, -2A, -213 and 3) were in good condition and had <br />performed well with the recent rains. A small section of the channel between culvert K1 and Pond 016 had <br />downcut slightly, but otherwise all of the channels were intact with no damage. The operator had installed large, <br />flat boulders in PM -2 where the equipment crossing had caused damage; the rock appeared to be working well at <br />controlling erosion and maintaining the drainage integrity. <br />The outfall of PM -4D, draining to Pond 015, had eroded underneath the erosion prevention mat. The operator is <br />exploring possible remediation plans for this drainage and may submit a technical revision to revise the drainage <br />plan in this area. <br />Number of Partial Inspection this Fiscal Year: 1 <br />Number of Complete Inspections this Fiscal Year: 0 <br />Page 2 of 7 <br />
