No representative of <br />Seneca Coal Company was present during the inspection. Weather conditions were sunny and warm; ground <br />conditions were dry but there appeared to have been heavy rainfall very recently. Standing water was observed in <br />several drainages and low areas. <br />BACKFILL and GRADING — Rule 4.1411❑Contemporaneous Reclamation 4.14.1; Approximate Original <br />Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic <br />Materials 4.143; Stabilization of Rills and Gullies 4.14.6: <br />Reconstructed Drainages - Reconstructed drainage YPM -13 was in good condition. The three surge <br />structures constructed last year appeared to have slowed runoff through the area. The elongated embankment on <br />the upper most structure was especially effective at cutting off gullies before they were deeply incised. The <br />stretches of the drainage between the structures was not repaired last year, but the existing incised channels did not <br />appear to have worsened with recent storm activity. The lowest structure retained a considerable amount of <br />sediment coming out of the drainage channel; there was about a 4" layer of deposition in the bottom of the <br />structure. <br />YPM 5 -1, 5 -IA, 6 -3, 6 -2, 6 -1, 7, 3 -1, 3 -2, and 3 -2A were all heavily damaged with recent rain events. <br />Downcutting was as deep as 48" in 5 -1, and averaged about 15" in most of the channels. Underlying filter fabric <br />was washed out, and the rip rap in the drainages was carried to the slope bottoms. <br />YPM 9, in the North Pit, was in good condition, as were YPM -24 and -16 in the Neck Pit area. <br />FISH and WILDLIFE — Rule 4.18: <br />Eight grouse were flushed by vehicle driving Road A between the mine entrance and Pond 010. Several <br />doves were flushed along the YPM -7 drainage.
