July 17, 2012 C -1996- 084 /Lorencito Canyon Mine JHB <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.053; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, <br />4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring <br />4.05.13, Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Ponds 9A, 9, 7 and 6 were all dry. Pond 5 and Pond 8 were not inspected. <br />Ditches and culverts at the mine site have been cleaned of sediment. <br />NECC continues to evaluate if they will need to clean pond 5, pond 7 or pond 9 of sediment this summer. <br />ROADS — Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3) <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />Reclamation 4.03.1(7)/4.03.2(7): <br />NECC has cleaned sediment from the access road ditches. The Access road has been graded and crowned to <br />provide improved drainage off of the roadway. Culverts previously noted as needing additional cover, now have a <br />minimum of 1 foot of fill over the culvert, in accordance with Rule 4.03.2(e)(vi). <br />NECC has repaired tire tracked location in parcel S -3 that appeared to be a vehicle slide off. (photo 3) <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />Gully repairs will need seeding this fall. Late July and August are not advised for seeding. NECC will need to <br />seed during the fall seeding window (September to November, Permit page 2.05 -70) . NECC also needs to <br />transplant shrubs in the shrub exclosure this fall, and assess that they have adequate shrub areas to meet the permit <br />commitment of 10% of the reclaimed areas having shrub areas established. (Pen page 2.05 -65). <br />REVEGETATION — Rule 4.15 Vegetative Cover; Timing: <br />Knapweed continues to be present, particularly around Pond 6 area. Bobby noted that he had a crew spray twice <br />this season. Canada thistle plants intermixed with the knapweed have been killed. The knapweed had not taken <br />up the Tordon adequately to kill this noxious weed. NECC will spray the knapweed again in the fall as the <br />temperatures cool down, in accordance with recommendations of the local weed management office. <br />At this time the knapweed is limited in extent and in number of plants present. Other noxious species are not <br />present or are adequately controlled. <br />SLIDES and DAMAGE - Rule 4.12: <br />Gully locations previously identified in the Division's June 26, 2012 were inspected to document Gully repair <br />activities. NECC utilized pond cleaning material previously dried, graded and seeded west of the shrub enclosure <br />area to fill the gullies. This material was packed into the gully with a back hoe bucket, and the surface left in a <br />roughened condition. NECC still needs to seed and mulch these repairs. Timing of seeding was discussed. Due <br />to the dryness of the season and the lateness of the summer, it was agreed that NECC would seed these repairs <br />during the fall seeding window as defined in the Lorencito pennit to maximize the effectiveness of the seeding. <br />Number of Partial Inspection this Fiscal Year: 1 <br />Number of Complete Inspections this Fiscal Year: 0 <br />Page 3 of 9 <br />
