July 9, 2012 C-2009-087/Peabody Sage Creek Mine JDM <br /> <br /> <br /> <br />Embankment Damage <br /> <br />Pond 003 was holding water with a trickle discharge at the time of the inspection. The primary and emergency <br />spillways were stable with no problems noted. The embankments showed evidence of recent work with animal <br />burrow filling. No problems were noted during the inspection, with the exception of the following: <br />- Heavy houndstounge growth was observed throughout the embankment, emergency spillway, and along the <br />outlet ditch to the flume. Weed management will need to be conducted to address the heavy noxious weed <br />presence in these areas. <br />- The discharge from the pond was not flowing through the flume. A small amount of water appeared to be <br />flowing under the established flume at the time of the inspection. The flume will need to be repaired and <br />maintained according to design. <br /> <br />The upper sump was holding water at the time of the inspection. Water was discharging from the Pecoco Pond <br />into the upper sump with a small amount of discharge noted from the upper sump into ditch RC-D3. The <br />embankments of the upper sump were bare and were stable at the time of the inspection. No problems were noted <br />with the exception of the following: <br /> <br />- As with the June 2012 inspection, at the left and the right of the primary spillway CMP, the ground appeared to <br />be saturated with moisture. All other areas around the outside of the sump embankments were dry. According to <br />Scott Cowman of PSCM, mine personnel have identified this area as ground water that is percolating to the <br />surface. The location that is saturated sits below the lowest elevation of the Upper Sump; this might exclude the <br />Upper Sump as the source of the saturation of the Area. This are should be monitored to ensure instability of the <br />Upper Sump and Ditch RC-D3 is not compromised. <br /> <br />The lower sump was holding water and discharging at the time of the inspection. The embankments were stable <br />with little to no vegetation established. The lower sump has recently been redesigned with the approval of TR4. <br />The redesign work was ongoing at the time of the inspection. No problems were noted with the exception of the <br />following: <br />- The redesign of the Lower Sump required raising of the primary spillway. The additional CMP addition was <br />leaking at the seam to the old riser elevation.
