In the Size of Area to be Worked section the Applicant states, Cell 4 will not be mined until County <br />Road 112 is relocated, however in the Pre - & Post Mining Conditions in the Reclamation Plan the <br />Applicant states the road will be relocated during reclamation. Please explain this discrepancy <br />and depict the road relocation on the Reclamation Plan Map. <br />11. If the Applicant is unable to depict and describe the relocation of County Road 112 at this time, <br />please commit to incorporating the road relocation into the reclamation plan by the submittal <br />of a technical revision, per Rule 1.9, prior to any full reclamation release request being <br />considered by the Division. <br />12. In the Size of Area to be Worked section the Applicant states, the total acreage to be disturbed <br />from the operation is 77.2 acres, however Exhibit C indicates the total disturbance area as 77.6 <br />acres. Please explain this discrepancy and correct the error accordingly. <br />6.4.5 Exhibit E - Reclamation Plan <br />13. In the Reclamation Methods section, the Applicant states once mined out areas are available to <br />receive overburden material; the unused soil will be deposited by truck and loaders. As <br />required by Rule 3.1.9(1), where it is necessary to remove overburden in order to mine the <br />construction material, topsoil shall be removed and segregated from other spoil. Please <br />commit to separating and protecting overburden and topsoil at the site. <br />14. As required by Rule 6.4.5(1), please state the depth of overburden to be salvaged, where the <br />material will be stockpiled, and the depth to which overburden will replaced during <br />reclamation. <br />15. As required by Rule 6.4.5(3), topsoil stockpiles shall be stored in places and configurations to <br />minimize erosion and located in areas where disturbance by ongoing mining operation will be <br />minimized. The Board may require immediate planting of annual and /or perennial grasses on <br />topsoil stockpiles for the purpose of stabilization. Please depict on Exhibit C a typical topsoil <br />stockpile location for each mining cell, commit to seeding all stockpiles, if not replaced within <br />180 days with a temporary vegetative cover, and provide the seed list in PLS. <br />16. In the Compliance with Rule 3.1 section, the Applicant states each mined area will be <br />completely reclaimed within 5 years of commencement of the mined area. Please note Rule <br />3.1.3 states each phase of reclamation shall be completed within five years of the <br />commencement of reclamation, not from the commencement of mining. <br />17. The Applicant proposes to replace a minimum of 4 inches of topsoil on the reclaimed areas. <br />The soils information provided states topsoil depths ranges from 0 to 1 foot. The Applicant <br />should replace topsoil to a depth that at least meets the existing topsoil depth. Please commit <br />to replacing topsoil to a minimum depth of 6 inches over the reclaimed areas or justify the <br />proposed replacement depth of 4 "minimum. <br />
