the refuse pile. Stability analyses performed by a consultant to the operator established "critical <br />levels" for each of the thirty piezometers, which if exceeded, are to be reported by the operator, <br />and may necessitate further stability evaluation and possible remedial measures. Critical level <br />for each piezometer is listed in permit Table 18 -4. <br />All water from mine operations that is pumped through the mine workings before being <br />discharged at the surface is to be tested annually for a full suite analysis (Table 18 -2, "Annual <br />Surface Water Monitoring Parameters "). <br />2. The permittee will conduct monitoring of surface water in a manner approved by the <br />Division. The monitoring plan was submitted under 2.05.6(3)(b)(iv) and (4.05.13(2)). Surface <br />water monitoring locations are shown on Exhibit 56 in the permit. Surface water monitoring will <br />include sediment pond discharge, mine water discharge, flow from Cottonwood Creek, Rapid <br />Creek and Coal Creek. Monthly monitoring of Jerry Creek was discontinued in September 2011 <br />with the approval of TR -62. Annual monitoring of four springs and seeps within the permit area <br />was conducted for 10 years, but was discontinued in 2006, pursuant to TR -50. <br />Snowcap's current CPDS permit, effective 2/1/12, only requires that the sediment ponds have a <br />Sediment Control Plan approved by the Colorado Division of Reclamation, Mining and Safety. <br />No other monitoring or limitations are applied. This specification is noted on revised Table 18 -1 <br />(PR -5). The operator's CDPS permit includes one active dewatering point (Outfall 016) and one <br />back -up point (Outfall 002). Mine water discharge volume is measured by flow meter. Water <br />quality of the mine discharge water will be tested annually for parameters listed in Table 18 -2. <br />CDPS monitoring parameters and frequencies for mine dewatering sites are listed in Table 18 -1. <br />Whole effluent toxicity testing was conducted quarterly at these sites until 2005 when, through <br />an amendment process, the CDPHE determined that termination of WET testing at these sites <br />was allowable. Former Site 015 at the 2 -West Portals is inactive, and was never used. The 2 <br />West Portals have now been sealed. Discharge Site 001 at the South Portals has been fully <br />reclaimed, and Discharge Site 004 at the North Portals has been inactivated, and the North <br />Portals have been sealed and backfilled Ponds 1 and 2, Outfalls 009 and 010, have been fully <br />reclaimed and have received Phase I, II and III Bond Release with SL -7 on April 26, 2011. <br />Outfalls 001, 004, 009, 010 and 015 are no longer included in operator's CDPS permit. <br />Flow volume will be monitored at flume installations on Rapid Creek and Cottonwood Creek at <br />the following locations; SWGS -02 -- located on Cottonwood Creek in the NE 1/4 SE 1/4 Section <br />12, immediately upstream of No. 3 South Mains, SWGS -03 -- located on Rapid Creek in the SE <br />`/ NE % Section 7, and SWGS -01 -- positioned on Rapid Creek downstream of the confluence <br />with Cottonwood Creek. Flow at SWGS -02 and SWGS -03 will be recorded bimonthly during <br />low flow (June through November). Flow measurements on SWGS -01 will be collected with <br />continuous flow recorder when the creek is not frozen. <br />Monitoring of Coal Creek and Jerry Creek was initiated in 1995. In 1999, monitoring <br />requirements were reduced to downstream stations SWGS -06 on Coal Creek and SWGS -08, on <br />Jerry Creek. The ephemeral flow in Coal Canyon will be monitored at the "dip section" culverts <br />located between CRDA -1 and CRDA -2. The intermittent flow of Jerry Creek was measured at a <br />culvert near the Highline Canal, a short distance upstream from the creek's confluence with the <br />Colorado River. Instantaneous flow will be measured quarterly at the culverts, for which flow <br />ratings have been provided.
