disturbed -area surface water runoff under the existing permit for the Roadside Mines. All ponds <br />have performed well over this period. References to designs for these ponds and their locations <br />are found in Tables 13 -5 and 13 -6 of the permit application. <br />With the exception of approved small area exemptions, all surface runoff from disturbed areas <br />was routed through one of these sediment ponds. All but two sediment ponds are designed to <br />contain the runoff and sediment from a 10 -year, 24 -hour precipitation event. Sediment Ponds #1 <br />and #2 were combined to contain the 25 -year, 24 -hour storm event. Sediment ponds #1, #2, #7, <br />#8 and #11 require pumps as the principal dewatering mechanism because the surrounding <br />ground elevations are higher than the sediment pond bottom elevations. The emergency <br />spillways are designed to pass the 25 -year, 24 -hour peak flow. The outflow below the spillway <br />is to be riprapped where necessary to control erosion. <br />There is no Sediment Pond #3. Former Ponds 1, 2, 4, 5, 7, 8, and 12 have been reclaimed. <br />Following approval of PR -5 SCC will reclaim Ponds 6, 10, 11, and 13. SCC has indicated that <br />they may retain Pond 9 at the South Portal Area as a permanent post -mine feature. This would <br />have to be approved through an appropriate revision application in compliance with Rule <br />4.05.9(13). <br />E. Impoundments <br />The only impoundments existing within the permit area in addition to sediment ponds are <br />sewage lagoons, and three non - discharging sumps. Former Mine -water treatment pond 12 has <br />been reclaimed. A set of evaporative, non - discharging sewage lagoons has been permitted near <br />the loadout for treating water from the Roadside Mine and the loadout. These have been <br />reclaimed. <br />Two small sumps were constructed in the North Decline reclamation area and one sump was <br />constructed in the Cameo Borrow Area #1 (CBA -1) to serve to capture and treat runoff from <br />reclaimed lands. These sumps are adequately sized to contain runoff from a 25 -year, 24 -hour <br />storm event. These will be reclaimed following approval of PR -5. <br />F. Surface and Groundwater Monitoring <br />1. The permittee will conduct monitoring of groundwater in a manner approved by the <br />Division. The groundwater monitoring plan is detailed in Tab 18 of the permit application. <br />Piezometers have been installed in various permit area locations to monitor water level and/or <br />quality in alluvium, refuse fill, the Rollins Sandstone and abandoned sections of the South <br />Portals Mine. Monitoring locations are shown on "Roadside and Cameo No.1 Mines Hydrologic <br />Monitoring Map" (Exhibit 56), in Tab 18. The groundwater monitoring plan is outlined below; <br />for additional detail refer to Tab 18 of the approved permit. <br />Rapid Creek and Cottonwood Creek Piezometers <br />GWMS -01A, O1B, 02A, 02B, 03A, and 03B, monitor water levels May and September. <br />CRDA Piezometers <br />Permit Revision No. 5 25 July 10, 2012 <br />
