Sandra Brown and Marcia Talvitie of the Division were joined by <br />Howard Strand, of the Office of Surface Mining. Bowie Resources, LLC (BRLLC) was <br />represented by Basil Bear and Tamme Bishop, P.E. (of J.E. Stover & associates). Landowners <br />Marvin Pavlisick and Carolyn & Tom McKee also participated in the inspection. <br />BACKFILL and GRADING — Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall <br />Elimination 4.14.1(2)(f); Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials <br />4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />The reclaimed east mine site has been divided into several zones as depicted on Figure 1 <br />of the bond release application. The portals were sealed in the late 1980's and backfilled in <br />2000. Demolition of facilities was completed in 2001 and 2002 and was part of the bond release <br />application in SL2, approved April 9, 2004. <br />On this inspection, we drove to the top of the reclaimed area where the diversion channel <br />was constructed, and worked our way down. Several slope measurements were taken in different <br />zones using an inclinometer. Comments from various zones are discussed below. <br />Zones 3 -A, 3 -13 and 3 -C (Diversion Channel). This is the upper most zone on the <br />reclaimed mine site. The upper edge blends in very well with the upslope undisturbed <br />topography. The lower edge also blends in well with the undisturbed topography. No erosion <br />was observed where the drainage transitions from the reclaimed area to the native ground. The <br />zone was stable and well vegetated with mostly native species. A slope measurement of 17 <br />degrees (3.3H:1V) was taken roughly in the middle of the Zone 3 -C.
