June 29, 2012 C- 1981 -033 /Bear Mine SB1 <br />The NPDES permit has been terminated, effective June 27, 2012. The termination notice <br />gives Bear permission discontinue NPDES monitoring and to complete final reclamation of the <br />ponds. <br />Both ponds were checked during this inspection. The sediment control pond held no water and <br />is covered by sedges, rushes and cattails. The hillside seep pond water level was approximately <br />1 foot below the discharge pipe. However, at the discharge point adjacent to the North Fork of <br />the Gunnison River, the water was flowing approximately 2 gpm. The water was cool, and was <br />the tea color characteristic of the hillside seep flow. <br />The hillside seep was flowing, although at a reduced rate than what has been observed in the <br />past. Bear intends to construct a permanent open channel ditch from the seep to the North Fork <br />River since the NPDES permit has been terminated. This work should be done in the next <br />couple of weeks. <br />ROADS — Rule 4.03 <br />Construction 4.03.1(3) / 4.03.2(3); Drainage 4.03.1(4) / 4.03.2(4); Surfacing and Maintenance <br />4.03.1(5) and (6) / 4.03.2(5) and (6); Reclamation 4.03.1(7) / 4.03.2(7): <br />The bridge crossing the North Fork River is in need of repair as documented in past <br />inspection reports. The soil around both buttresses of the access bridge is eroding. The asphalt <br />is collapsing behind the buttress where voids are forming due to soil loss. DRMS has requested <br />that Bear Coal Company repair this bridge to ensure long term stability. <br />REVEGETATION — Rule 4.15 <br />Vegetative Cover; Timing: <br />Weeds are a problem at this site. Tamarisk has invaded the treatment pond area and the <br />hillside seep. These plants should be removed as part of the final reclamation work being <br />conducted on the site. Tamarisk need to be mechanically removed and the cut stumps treated <br />with chemicals immediately after removal. <br />Several large patches of Canada thistle were observed on the eastern hillside of the reclaimed <br />area. Thistle, both Musk and Canada, were observed near the top of the landslide. White -top is <br />scattered throughout the site. Houndstongue was observed on the upper bench near the landslide <br />scarp. These weed patches need to be sprayed. <br />The old facilities area is covered primarily by cheatgrass. Very little native perennial grasses or <br />other species have become established. <br />SLIDES and DAMAGE - Rule 4.12: <br />Little to no movement was observed on the landslide mass on the western disturbance <br />boundary. <br />Number of Partial Inspection this Fiscal Year: 8 <br />Number of Complete Inspections this Fiscal Year: 4 Page 3 of 6 <br />
