Case no. 11 CW32 constitutes an application for change of water right of <br />Home Ditch Priority D -3 and case no. 11 CW33 constitutes an application for approval of <br />plan for augmentation, both concerning the coverage of long -term depletions associated <br />with the permanent exposure of ground water at Line Camp Pit. <br />DEPLETIONS <br />The consumption during this plan year is estimated to be 26.73 acre -feet from <br />evaporation (see attached Table 1) and 7.75 acre -feet from operations (water retained in <br />product, intermittent fill volume, and dust suppression). The lagged depletions based <br />upon a Glover Analysis to the Dolores River from the aforementioned consumptive uses <br />are estimated to total 34.49 acre -feet over the plan year. The attached Table 2 <br />summarizes the consumptive uses at the site, as well as the associated lagged <br />depletions to the stream, estimated to occur over the plan year. <br />Glover Analysis data provided in the cover letter of the submittal include the <br />following: <br />REPLACEMENTS <br />• A distance to the river of 250 ft; <br />• A distance of impermeable boundary of 1,000 ft (width of valley floor); <br />• Transmissivity of 52,500 gpd /ft (average alluvial value); <br />• Specific yield of 0.2 (typical of alluvial aquifer). <br />CONDITIONS OF APPROVAL <br />Page 2 <br />The replacement water provided in this plan is from the consumptive use credits <br />associated with dry-up of 29 acres of land that have previously been irrigated by the <br />Home Ditch and from a lease with the Dolores Water Conservancy District for 16.3 acre - <br />feet of replacement water. The leased water will be released from Groundhog Reservoir <br />and assessed a transit loss of 3.6% for delivery to the point of replacement for Line <br />Camp Pit. The consumption, lagged depletions, CU credits generated from dry-up, <br />lagged dewatering depletions and monthly requirements for leased replacement water <br />are shown on the attached Table 4. Monthly releases of leased water may be <br />aggregated for release at the discretion of the Water Commissioner. <br />This substitute water supply plan is hereby approved pursuant to CRS § 37 -90- <br />137(11), subject to the following conditions: <br />1. This current plan shall be valid through April 30, 2013 unless otherwise revoked <br />or modified. <br />2. This substitute water supply plan may be revoked or modified at any time should it <br />be determined that injury to other water rights has or will occur as a result of this <br />plan. <br />3. If this plan will not be made absolute by a water court action by the plan's <br />expiration date, an extension request must be submitted to this office at least 45 <br />days prior to the expiration date of this plan (by March 16, 2013).
