Regarding the Kohler, the building is the main historic <br /> feature. The applicant believes the building to be partially <br /> built on dump rock and is in the wain of portal activities and <br /> must therefore be destroyed. The committee recommends that if <br /> the building is found to sit on solid rock, and the portal <br /> work can be economicall performed without destroying all or <br /> part of the building, tKen an attempt should be made to <br /> preserve the structure or part of it. <br /> The committee acknowledges that alternatives to removal of <br /> the Kohler dump are not Practical, and that achievement of <br /> clean up goals will result in a substantial altering of the <br /> visual character of the site and that it may not be possible <br /> to save the building thereon. <br /> S. SUMMARY <br /> The Historic Review Committee has attempted to outline some <br /> general criteria for evaluating the historic imVacts of these <br /> projects with the goal toward both preserving significant <br /> structures and sites, and achieving cost effective <br /> environmental benefits. The committee notes that overly <br /> restrictive language and interpretation of stormwater <br /> regulations makes achievement of historic preservation goals <br /> virtually impossible, if taken to the "letter of the law." <br /> The close comingling of waste frock and structures at <br /> most sites makes meeting these goals all the more difficult. <br /> Understanding and flexibility on a site specific basis by the <br /> appropriate regulatory agency is needed to achieve both <br /> environmental and historic preservation benefits for the <br /> community.
