Subsequent to operator approval, SGC may consume the freeboard if SCG <br /> commits to completing interim reclamation of the lower tailings pond, <br /> immediately following completion of tailings relocation. Immediate interim <br /> reclamation would include grading for positive drainage and capping tailings <br /> with 1 ' - 3' layer of talus and colluvial material, as stated in the approved <br /> Reclamation Plan. Since this immediate reclamation is an interim action, <br /> DMG will not require topsoil replacement, but will require establishment of <br /> vegetative cover sufficient to control erosion.
