June 21, 2012 C-1981-037/GEC Strip Mine JHB

Down-cutting of the ditch adjacent to the access road to East and West Pits has caused some cutting in on the road
at the turn at the west end of Chens Hill. The road was passable for a full sized SUV.

RECLAMATION SUCCESS - Rule 4.15, Rule 3:
This is a revoked permit. As such all bond moneys have been spent on the reclamation activities and no bond
remains for maintenance or repairs. The Division sampled the vegetation in 2010 and 2011. A report on the result
of the sampling efforts is in the process of being summarized.

REVEGETATION Rule 4.15 Vegetative Cover; Timing:
Vegetation throughout the mine site is very dry. Vegetation overall remains in fair condition. Occasional bare
spots were noted, however, these spots are limited in size and typical of bare areas observed in surrounding
undisturbed lands as well.

The majority of the reclaimed slopes and valleys have a perennial self-sustaining vegetative community comprised
of native species that are stabilizing the land. Very few noxious weeds were observed throughout the reclaimed
area.

One patch of Russian knapweed was observed along the access road between the East and West pit. This patch
was relatively small, approximately 6 ft. in diameter. The inspector pulled the knapweed and properly disposed of
the plants off-site.

SLIDES and DAMAGE - Rule 4.12:
Gullies still exist on the reclaimed slopes. However, based upon the vegetation growth in the bottom of many of
the gullies and the lack of recent sediment deposition at the base of the gullies, many of these features are
stabilizing.

There are several gullies that remain active, most notably a gully located west of the access road between the East
and West pits. At this time, this active gully is not limiting the function of the access road.

No new gullies were observed.

DOCUMENTS RECEIVED None
OTHER (SPECIFY)

ENFORCEMENT ACTIONS/COMPLIANCE

No permit or bond monies remain for this site.

Number of Partial Inspection this Fiscal Year: 1
Number of Complete Inspections this Fiscal Year: 2

38
Page of
