10. Regrading and Topsoiling <br />The pre -mine conditions at Revenue Mine include some disturbed slopes that are steeper than <br />3H:1V. While the time these slopes have been present on site shows that they are likely to be stable <br />permanently, they are too steep for reclamation purposes. Star Mine Operations has a vested <br />interest in successful revegetation of the imported soils used in reclamation. Therefore, it is <br />anticipated that the final reclaimed condition of the site will involve regrading of steep areas <br />throughout the mining area to 3H:1V. Map F -1 shows these final slopes. <br />Grading at the Revenue Mine will be accomplished by dozer as much as possible, since most of the <br />regrading will be the simple knocking down of the slope crest to 3H:1V. A mine access road will <br />remain after reclamation to facilitate the monitoring of the reclamation process. <br />Topsoiling of the shop, office, and mill loadout areas will take place once these areas have had all <br />of their structures removed and have been regarded. Topsoil available on site will be limited, and <br />import will be necessary for full reclamation. Sediment Pond 1 will be removed once vegetation has <br />established on the Atlas waste pile. Once vegetation has been established on the disturbed areas and <br />the collection ditches removed, Sediment Pond 2 and the Mine Water Pond will be connected to act <br />as a residence pond for the mine water discharge. The upper bench of the operations area will be <br />left as a commercial site for the use by the landowner, and therefore will not be topsoiled. Table E- <br />2 shows the topsoil requirements for the entire site. The waste piles will be partially topsoiled and <br />seeded throughout the mine life at the end of each summer; the tailings lifts that are in the final <br />regraded conditions at that point will be topsoiled and seeded. <br />Topsoil will have to be imported to the Revenue Mine site during the course of operations. In order <br />to prevent a deficit of topsoil from preventing successful reclamation, Star Mine Operations will <br />never have a deficit of topsoil (topsoil needed minus topsoil stockpiled on site) of more than 4,000 <br />cubic yards. This will ensure that reclamation can be conducted as planned, and that the financial <br />warranty for the operation is sufficient.
