Mr. Bobby Steele accompanied the <br />inspection at the load out and at the mine site. The mine records are stored in the New Elk Coal Company office <br />in Trinidad. Renee Steele of NECC provided access to the records. <br /> <br />The weather was hot, dry and windy. The mine is an active underground mine. <br /> <br />AVAILABILITY OF RECORDS Rule 5.02.4(1): <br />Mine records were checked in the New Elk Coal Company office in Trinidad. Mine records checklist is included <br />with this report. <br /> <br />Items not located: 2011 Annual certification for impoundments. This needs to be included with the records. <br />NECC noted on quarterly sediment pond inspection reports that the ponds were surveyed in December 2011. The <br />annual pond certification report needs to be submitted to the Division and kept on file with the mine records. <br /> <br /> 2011 ARR needs to be stored with the mine records as well. <br /> <br />EXCESS SPOIL and DEVELOPMENT WASTE Rule 4.09 <br /> Placement; Drainage Control; Surface Stabilization: <br /> <br />The DWDA #2 pile is approaching its final design configuration. The inspector collected slope measurements to <br />permit commitment). NECC will survey the pile and send the survey results to the Division as well, prior to <br />covering the pile. <br /> <br />NECC needs to assure Ditch D12 remains functional as the construction of the DWDA#2 continues.
