This bare spot is very limited in extent and is not eroding or rilling. <br />REVEGETATION — Rule 4.15 Vegetative Cover; Timing: <br />In spite of dry conditions the reclaimed vegetative community appeared healthy and green. The vegetation on the <br />reclaimed pad is dominated by perennial grasses with some perennial forbs and occasional shrubs. No noxious <br />weed species were observed. <br />TOPSOIL — Rule 4.06 Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br />Redistribution 4.06.4: <br />The Division noted in the midterm review that NECC had not defined the volume or thickness of topsoil replaced <br />on the reclaimed pad. Bobby Steele of NECC had informed inspector earlier that NECC had hand dug some holes <br />at Golden Eagle to verify the topsoil replacement thickness. There was evidence of refilled holes randomly on the <br />pad area. These disturbed soil points were very small in size —1/2 ft. diameter.
