Jill Carlson of
CGS was present during the inspection. No representative of Seneca Coal Company was present during the
inspection. Weather conditions were clear and dry;ground conditions were very dry. The past winter and spring
were extremely dry, with precipitation for the current water year just 63%of normal in the Yampa River basin.
The purpose of the inspection was to evaluate the areas of instability at the site to determine if remediation efforts
were sufficient to stabilize the areas or whether additional remediation work may be warranted. Overall, the areas
are currently stable, but will need to be observed under normal seasonal conditions to determine the success of the
remediation efforts.
FISH and WILDLIFE—Rule 4.18:
There is a well-worn game trail across the newly graded Pond 016 slide area,at the base of the drainage.
Elk have extensively used the seep area around well SWWC25.
HYDROLOGIC BALANCE - Rule 4.05❑❑Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,
4.05.6; Discharge Structures 4.05.7,4.05.10; Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water
Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage—Acid and Toxic Materials 4.05.8;
Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18:
Ponds 005,006, and 016 and T5 all held water. The spoil spring above Pond 016 was flowing. The leak
from well SWWC25 resulted in a seep area, but no flowing water was observed.
SLIDES and DAMAGE- Rule 4.12:
The Oil Well slide area was stable and dry. As mentioned in the DRMS September 28,2011 inspection
report, the repaired slope is likely too steep and may require further grading and possible westward extension of
the rock buttress to ensure that the area remains stable.
Number of Partial Inspection this Fiscal Year: 15
Number of Complete Inspections this Fiscal Year: 4
Page 2 of 4
