Therefore, no action other than termination of <br /> the NOV has taken place. <br /> In summary, the NOV was terminated following stabilization of the <br /> existing stream channel with riprap, as approved by the Division <br /> and the Army Corps of Engineers. Relocation of the stream channel <br /> in an as yet undetermined manner will be required in the final <br /> reclamation plan for the facilities area. Copies of the documents <br /> mentioned above are enclosed for your reference. <br /> Your second request was in regard to the permit requirement that <br /> haul roads be reduced to a twenty-two foot width at final <br /> reclamation. Chapter V, page 22 of the Coal Basin permit indicates <br /> that haul roads will be reduced in width, as per U.S. Forest <br /> Service recommendations. Those recommendations are found in <br /> Appendix V-C-1 of the apporved permit. As you noted, this portion <br /> of the permit does not specify to what width the roads will be <br /> reduced. More specific information on this subject is found in the <br /> reclamation cost estimates for the mine. <br /> The most recent review of the reclamation cost estimate for the <br /> Coal Basin Mine was done during the 1991 mid-term permit review. <br /> This review, which the OSM concurred with, was based in part upon <br /> estimates for reducing roads with an average width of 37 feet to a <br /> final width of 22 feet. The 37 foot width was based on three weeks <br /> of road inspection conducted by the Division in 1991. The 22 foot <br /> final width is based upon a September 16, 1986 U.S. Forest Service <br /> letter to Mid-Continent Resources regarding post-mine land use and <br /> road reclamation.
