Section Q . The road was constructed by `lid-Continent in <br /> 1956 and is maintained by the company . There are no plans <br /> to improve , widen or alter this road during the term of this <br /> permit period . <br /> The design and construction of the <br /> access road complies with the standards specified in para- <br /> graph 4 . 03 . 2 of the CXLRD Rules and Regulations for Coal <br /> Mining . <br /> ( 3) Haul roads <br /> The twelve miles of haul roads within <br /> Coal Basin are used by buses , trucks and administrative <br /> vehicles to transport :ten , equipment and supplies within the <br /> five mine and preparation plant complex . Thev are also used <br /> by the 30 ton off-hi, hway trucks to transport the run-of- <br /> Nine coal from the mines to the preparation plant . These <br /> haul roads were constructed on lands owned by Aid-Continent , <br /> on Forest Service lands and within a wderal coal lease <br /> area . Authorities to construct and utilize these roads are <br /> contained in a special use permit from the Forest Service <br /> and b;; the terms of the i o2wral coal lease ( See Chapter 1 , <br /> Section Q . <br /> The haul roads , which connect the <br /> preparation plant at 8 , 000 feet .with the mines at approxi- <br /> mately 10, 000 feet elevation ;were constructed with grades <br /> ranging from 21 to 9% on the most stable slopes .
