2. 05. 4 Reclamation Plan <br /> 1. Comment On Page 10 of Chapter V the applicant states <br /> that the conveyor belts and coal bins must stay on the <br /> mine benches, after completion of the rock tunnel to <br /> meet MSHA requirements. Please document and explain <br /> the rationale behind this request, as it would appear <br /> that reclamation should take place as soon as possible. <br /> Reply The power centers, fans , conveyor belts, coal <br /> bins, trip and hoist and lamphouse must to be in <br /> compliance with MSHA; 1. Airflow, 2 . dusting, 3 . <br /> Escapeways. <br /> The upper slopes of the mines near the portals all fall <br /> under these three regulations and must be maintained at <br /> all times to insure compliance with these regulations . <br /> In order to do that the slopes must be graded or cleaned <br /> with a mining machine and the material placed on the <br /> conveyor belt and taken outside. Please clarify where this material is to <br /> be obtained. It appears that the mine benches are made <br /> up of primarily geologic material rather than soils . <br /> Reply The mine benches are made up of primarily <br /> geological materials rather than soils . The soils <br /> that do exist can generally be classified as "B" type. <br /> See Volume 6 Section G - Soils and especially Page <br /> 7 Table III-G-1 and III-G-2 . Samples Nos . 1 , 2, <br /> 7 , 10, 11, 16 , 17, 20 and 21. <br /> Vol. 7 , Chap. V (Add explanation on Page <br /> 21 . 1) <br /> 3 . Comment If the sediment ponds are to remain after <br /> final reclamation, the Division must first approve <br /> their retention, and, according to 4 . 05. 6 (9) , the <br /> sediment ponds must meet all the requirements for <br /> permanent impoundments in 4 . 05. 9 and 4 . 05. 17 . There- <br /> fore, the applicant must discuss the relationship of <br /> each pond to be retained after final reclamation with <br /> the proposed post mining land use and address the <br /> l requirements set forth in 4 . 05. 9 and 4 . 05.17 . <br />
