-5- <br /> Finally, the company has installed an extensive system of subsidence monitoring <br /> monuments with which it proposes to verify its projections of subsidence <br /> occurrence. "Specifically, the program is designed to provide the following <br /> data: <br /> - Maximum subsidence resulting from mining <br /> - Horizontal movement of the ground surface resulting from mining <br /> - Subsidence development profiles <br /> - Subsidence profiles resulting from mining <br /> - Strain profiles resulting from mining <br /> - Determination of the angle of draw <br /> - The effects of depth and mining geometry on subsidence." <br /> (Page IV-E-33) <br /> The Division concurs with this opinion and with the company's observation <br /> that: "The proposed monitoring program will result in the development of <br /> site-specific subsidence projection models for the Coal Basin area." (Page IV-E-34) <br /> The applicant request permission to monitor the subsidence monument network <br /> three times each summer. Quarterly monitoring, as required normally by Rule <br /> 2.05.6(6) (c) , is precluded in Coal Basin by rugged terrain, deep snowpack <br /> and extremely harsh winter weather conditions. The Division, based upon its <br /> inspection experience within Coal Basin, agrees with the company's request <br /> for variance in this regard. <br /> The subsidence aspects of Mid-Continent Resources' application for the Coal <br /> Basin mines are acceptable to the Division with one exception. Therefore, <br /> the Division finds that the following stipulation is necessary for a finding <br /> of compliance with the requirements of Rules 2.05.6(6) and 4.20. <br /> Stipulation: <br /> THE DIVISION DIRECTS MID-CONTINENT RESOURCES, INC. , TO AMEND ITS MINE <br /> PLAN TO INCREASE THE BARRIER PILLARS BOUNDING THE PERMIT AREA. THE <br /> EXTRACTION OF COAL SHALL BE LIMITED TO THOSE AREAS DEFINED BY THE <br /> PROJECTION OF THE LEASE PERIMETERS TO THE DEPTH OF THE COAL SEAM <br /> BEING EXTRACTED, ALONG AN ANGLE OF DRAW OF 20.50 FROM VERTICAL. THIS <br /> LIMITATION SHALL REMAIN IN EFFECT UNTIL THE COMPANY HAS VERIFIED, <br /> TO THE DIVISION'S SATISFACTION, THAT THE ACTUAL SITE-SPECIFIC ANGLE <br /> OF DRAW VARIES FROM 20.50, THROUGH IMPLEMENTATION OF THE PROPOSED <br /> SUBSIDENCE MONITORING PROGRAM. <br /> XXIV. Special Categories (2.06, 4.22, 4.23, 4.26, 4.27, 4.28, 4.29) <br /> (A PORTION) <br /> Steep Slope Mining <br /> In response to comments contained within the Division's Preliminary Adequacy <br /> Review, Mid-Continent Resources, Inc. , submitted a request for variance from <br /> approximate original contour requirements based upon steep slope mining <br /> conditions, in accordance with the requirements of Rule 2.06.5. The majority <br /> of the surface facility disturbances for roads and mine portal benches exists <br /> is areas of original slope greater than 200. The applicant has requested that <br /> these areas be returned to various post-mining topographic configurations, a <br /> portion of which differ from approximate original contour.
