-4- <br /> Stipulation: <br /> THE DIVISION DIRECTS MID-CONTINENT RESOURCES, INC. , TO COMPLETE A <br /> THOROUGH MAPPING OF THE EXISTING HAUL ROAD SYSTEM AT THE COAL BASIN <br /> MINES. THIS MAPPING SHALL INCLUDE TOPICS SUCH AS BEDROCK AND <br /> SURFICIAL GEOLOGY, EXPOSURE TO LANDSLIDING AND AVALANCHING, METHOD <br /> OF ROAD CONSTRUCTION (CUT VERSUS FILL) , ORIGINAL CROSS-SLOPE ANGLES, <br /> AT A MINIMUM. THE PURPOSE OF THIS RECONNAISSANCE AND MAPPING PROGRAM <br /> SHALL BE TO CATEGORIZE THE EXISTING HAUL ROAD SYSTEM, IN ORDER TO <br /> ALLOW THE DEVELOPMENT OF TYPICAL RECLAMATION PROCEDURES FOR EACH <br /> CATEGORY OF ROAD. MID-CONTINENT RESOURCES, INC. , SHALL COMPLETE THIS <br /> MAPPING AND CATEGORIZATION AND SUBMIT THE MAPS AND ACCOMPANYING REPORT <br /> TO THE DIVISION FOR REVIEW PRIOR TO DECEMBER 31, 1982. <br /> FURTHER, MID-CONTINENT RESOURCES, INC. , SHALL PREPARE A DETAILED <br /> MATERIAL BALANCE, DESIGNATING THE PROPOSED SOURCE OF MATERIALS TO <br /> BE UTILIZED IN COMPLETING THE BACKFILLING AND GRADING OF THE HAUL <br /> ROAD SYSTEM. MID-CONTINENT RESOURCES, INC. , SHALL ALSO PROPOSE <br /> SPECIFIC BACKFILL, GRADING, DRAINAGE AND RECLAMATION PROCEDURES TO <br /> ASSURE OPTIMUM STABILITY OF THE FINAL REDUCED HAUL ROAD CONFIGURATION. <br /> MID-CONTINENT RESOURCES, INC. , SHALL SUBMIT THE PROPOSED DETAILED <br /> HAUL ROAD RECLAMATION PLAN AND THE DETAILED MATERIAL BALANCE TO THE <br /> DIVISION FOR REVIEW PRIOR TO DECEMBER 31, 1983. <br /> XXII. Sealing of Drilled Holes and Underground Openings (2.05.4(2) (g) , 4.07) <br /> (A PORTION) <br /> Mid-Continent Resources, Inc. , proposes to seal mine portal openings in <br /> accordance with M.S.H.A. regulations (30 CPR 75.1711-2) and to seal all bore <br /> holes and wells with concrete plugs or welded locked steel caps, in the case <br /> of monitoring facilities. The Division finds that these proposed techniques <br /> are in compliance with the requirements of Rules 2.05.4(2) (g) and 4.07. <br /> XXIII. Subsidence (2.05.6(6) , 4.20) <br /> The applicant determined that "the only structures above underground workings, <br /> or within areas of possible surface subsidence, are those related to the <br /> mining operations such as exploration and light use roads and ventilation fans. <br /> (Page IV-E-23) Potentially affected renewable resource lands include only <br /> limited grazing lands, since the major local aquifers lie beneath the coal seams <br /> being mined. In addition, Mid-Continent Resources, Inc. , presents a thorough <br /> discussion of worst possible consequences due to subsidence, including <br /> predictions of projected subsidence magnitude. The company predicts a maximum <br /> vertical subsidence of 13.2 feet in areas overlying the extraction of 24 feet <br /> of coal. (8 feet to be extracted from one seam and 16 feet to be extracted <br /> from the other.) Based upon limited observed data within the western United <br /> States, the applicant also projects an angle of draw of 150. The Division, <br /> as discussed within its Preliminary Adequacy Review letter, does not consider <br /> this angle of draw average projection to be adequately justified. Observations <br /> of angle of draw at the nearby Somerset mine suggests that an angle of draw of <br /> 20.50 would be more appropriate, in the opinion of the Division. <br />
