Box 158
Carbondale, Colorado 81623
Re: Coal Basin Mines
File No. C-017-81
Dear Mr. Bowman:
I have recently completed a review of the sediment control system for the
proposed new refuse pile location. As I discussed with you on March 3,
1983, there are several deficiencies which should be brought to your
attention.
1 . A non-clogging dewatering device needs to be located directly above
the 100% sediment storage level of the pond. The designs indicate that
the dewatering device is to be placed at the top of the runoff storage
level . As I discussed with you, this will be handled by stipulation in
the findings document. Also, normally, the Division requires an
automatic dewatering device. However, based on past experience at the
Coal Basin Mines, I agree with you that it will be difficult to meet
effluent requirements with an automatic dewatering device. Therefore, a
gated dewatering device is appropriate.
2. To aid the Division in review of sediment ponds in the future,
please submit a stage-discharge curve so the Division can more easily
verify pond levels and volumes. In this case, I developed a curve, but
review time will be expedited if one is submitted in the future.
3. No sediment cleanout schedule was given for the new sediment
ponds. I am assuming that the 60/ level, which is used for the other
pond, will be used.
423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203 Tel. (303) 866-3567
