Box 158 <br /> Carbondale, Colorado 81623 <br /> Re: Coal Basin Mines <br /> File No. C-017-81 <br /> Dear Mr. Bowman: <br /> I have recently completed a review of the sediment control system for the <br /> proposed new refuse pile location. As I discussed with you on March 3, <br /> 1983, there are several deficiencies which should be brought to your <br /> attention. <br /> 1 . A non-clogging dewatering device needs to be located directly above <br /> the 100% sediment storage level of the pond. The designs indicate that <br /> the dewatering device is to be placed at the top of the runoff storage <br /> level . As I discussed with you, this will be handled by stipulation in <br /> the findings document. Also, normally, the Division requires an <br /> automatic dewatering device. However, based on past experience at the <br /> Coal Basin Mines, I agree with you that it will be difficult to meet <br /> effluent requirements with an automatic dewatering device. Therefore, a <br /> gated dewatering device is appropriate. <br /> 2. To aid the Division in review of sediment ponds in the future, <br /> please submit a stage-discharge curve so the Division can more easily <br /> verify pond levels and volumes. In this case, I developed a curve, but <br /> review time will be expedited if one is submitted in the future. <br /> 3. No sediment cleanout schedule was given for the new sediment <br /> ponds.
