June 19, 2012 C- 1981 - 019 /Colowyo Coal Mine RDZ <br />Other observations concerning the ponds: <br />• At the Section 16 pond, rills were observed on the embankment and should be monitored. <br />• At Gossard, a loader was cleaning the sump. <br />• Prospect pond has a large delta of sediment, which appears to be growing. As noted before, this sediment <br />is slated for cleaning in 2012. <br />West Taylor Pond also has a large delta of sediment, which should be removed in 2012. <br />The Work Area Pond has been pumped almost dry; the water has been pumped to the Wash Bay Pond for <br />use on the roads. <br />The erosion problem in Prospect Ditch was observed again. Access will be a major factor in deciding on a <br />solution. A review of modeling will determine if riprap on the reach in question is necessary. <br />Culvert K was clean on the upstream end; no signs of problems were seen on the downstream side. <br />A seep or spring (likely a spoil spring) was observed above the East Taylor Pond on the west side of drainage. <br />GENERAL MINE PLAN COMPLANCE: <br />The mine was found to be in general compliance with the permit. <br />ROADS — Rule 4.03: <br />All haul roads were in good shape. A water truck was observed controlling dust. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />In the East Pit reclamation area north of the Prospect Ditch, some rills but no gullies were observed. No gullies <br />were seen in West Pit reclamation. <br />Cheat grass was observed on the north facing slope above Prospect Ditch and above East Taylor Pond. The area <br />above East Taylor Pond also contains thistle and Houndstongue. Tom Allen, a hired weed sprayer, was on site, <br />and signs of spraying were seen near Prospect Pond and Gulch A Pond. <br />SLIDES and DAMAGE - Rule 4.12: <br />The slump above the East Taylor Pond has appeared to stabilize. The grade of the contour ditch above this area <br />was checked for proper grade and if a low spot is a possible cause of the slump. The grade was generally found to <br />be good (draining in proper direction). At one spot (approximately 100 -foot reach) a clinometer was used, and the <br />grade was found to be 6 percent. <br />SUPPORT FACILITIES - Rule 4.04: <br />No problems were identified at the facilities area, the raw water tanks, the diesel tank farm, or the explosives <br />storage area. <br />Number of Partial Inspection this Fiscal Year: 10 <br />Number of Complete Inspections this Fiscal Year: 4 <br />Page 3 of 11 <br />
