General Comments <br /> This was a complete inspection of the Coal Basin mines. The predicted layoff in May did <br /> not occur. The layoff planned for June is still scheduled to occur. <br /> Numerous problems were noted during the course of the inspection relating to maintenance <br /> problems. This is contrary to the good record for maintenance at Coal Basin. <br /> One Notice of Violation was written following the inspection. NOV 82-28 was written for <br /> failure to prevent damage to the prevailing hydrologic balance. Snow was evidently pushed <br /> over the edge of the mine #1 bench onto the steep outslope. When the snow melted, a <br /> mudflow was created which flowed into the South Fork of Dutch Creek. <br /> Another major problem noted was that Mid-Continent failed to follow the approved mine plan. <br /> Waste rock which is screened from the raw coal at the mine bins was deposited in the Rock <br /> Tunnel waste disposal pile. The only material for which approval to dispose was received <br /> was the Rock Tunnel waste. <br />
