Compliance with Colorado Surface Coal Mining Reclamation Act <br /> CRS 1973, as amended 34-33-101, et. sec . , <br /> and the <br /> Rules and Regulations Issued Pursuant to the Act <br /> This includes a listing of the particular provisions of the regulatory program which were <br /> examined during the course of this inspection, and identifies enforcement actions taken <br /> during the inspection for failure to comply with the Rules and Regulations, the Act and <br /> the permit. <br /> 4.01 General Provisions <br /> Copies of the permit and permit document were not on file at the office. <br /> All other documents requested were available for review. <br /> 4.02 Signs and Markers <br /> All required signs were present. <br /> 4.03 Roads <br /> All the roads were well-maintained and where they could be seen, ditches <br /> and culverts were clean. <br /> 4.04 Support Facilities <br /> No problems were noted at the loadout facility or with facilities at the <br /> mine site. <br /> 4.05 Hydrologic Balance <br /> The culvert draining the 3 and 5 mine road and dropping into the temporary <br /> sediment pond at the rock tunnel needs to be sealed so water doesn't <br /> erode the slope above the pond. <br /> The perimeter ditch needs to be deepened about 200 feet east of the pipe <br /> over Dutch Creek so the ditch doesn't breech. <br /> None of the sediment ponds were discharging during this inspection. <br /> 4.06 Topsoil <br /> No problems were noted. <br /> 4.07 Sealing of Drilled Holes and Underground Openings <br /> There is no current drilling and the adits will be sealed upon final reclamation. <br /> 4.08 Use of Explosives <br /> All explosives are used underground. <br /> 4.09 Disposal of Underground Development Waste <br /> Waste rock from the rock tunnel is being disposed of following the approved <br /> plan. <br /> 4. 10 Coal Processing Waste Banks <br /> Coal processing waste is being disposed of following the approved plan. <br /> 4.14 Backfilling and Grading <br /> Backfilling and grading will be done at the time of final reclamation. <br /> 4.15 Revegetation <br /> Revegetation could not be assessed because of snow cover. <br />
