Compliance svith Colorado Surface Coal 'Iining Reclamation Act <br /> CRS 1973, as amended 34-33-101, et. sea. , <br /> and the <br /> Rules and Regulations Issued pursuant to the Acr <br /> This includes a listing of the particular provisions of the regulatory program which were <br /> examined during the course of this inspection, and identifies enforcement actions taken <br /> during the inspection for failure to comply with the Rules and Regulations, the Act and <br /> the permi t. <br /> 4.02 Signs and Markers <br /> The mine identification sign contained all required information and topsoil <br /> stockpile markers were in place. <br /> 4.03 Roads <br /> The haul roads were in good shape, but the ditches are in need of maintenance. <br /> The ditches along #4 mine road are obstructed in numerous places. Ditches along the <br /> other roads are partially obstructed in several places, but this should not significantly <br /> affect the drainage system. <br /> 4.05 Hydrologic Balance <br /> 1. The channel below the mine #1 sediment pond has been redefined. <br /> 2. The discharge pipe at the mine #5 sediment pond has been backfilled. <br /> 3. The sediment pond embankment on the southeast corner of the refuse pile must be <br /> backfilled to maintain one-foot of freeboard. <br /> 4. Some gullies were evident on the refuse pile. Soil had been dumped into them as <br /> a stabilization measure. <br /> 5. Construction is currently underway to enlarge the slush pond at the wash plant. <br /> 6. The operator should clean the trash from below the fan access road at mine #1 <br /> before it i8'washed down the drainage below. <br /> 7. Mid-Continent is advised to apply for a small area exemption for the water pumping <br /> area on Oil Well Creek as part of the permanent program permit application. <br /> 4.06 Topsoil <br /> Additional topsoil has been stripped from the refuse pile extension area. <br /> Approximately one acre remains to be stripped. <br /> 4.15 Revegetation <br /> Revegetation success at the refuse pile, rock dump pond, mine #1 pond, and mine #5 <br /> pond was good to excellent. Recent rains have really helped to keep the vegetation <br /> green around the mine. <br />
