I believe that we can negotiate an overall price reduction by eliminating the extra acreages I had included, and by convincing the bidder to develop a lower unit price for some bid items. This would allow us to accomplish the Project goals within our budget. We had only one bidder, Bitterrroot Restoration. The bid exceeded our budget. I would like permission to negotiate with them for three reasons: - They are highly qualified for the type of work specified. They specialize in revegetation/restoration of remote, steep, difficult areas, and have access to the specialized equipment and hand crews necessary to do the job; - The project is partially funded by grants from the Forest Service and from the non-point source program. The Forest Service money is not available beyond December, 2004, and the non-point source grant requires that the project be accomplished this year; - The work is very season specific. the seeding and planting work must be timed to occur in late September and very early October in order to successfully plant the materials during the optimal time of year, and have the job completed before snow falls in the mountains.
