-2- <br /> The Phase I Report presents a comprehensive statement of the mapping <br /> methodology used in completing that study. In brief, as summarized within the <br /> report, 23 percent of road cuts and 13 percent of road fills were found to <br /> have moderate stability problems, and 17 percent of road cuts and 4 percent of <br /> road fills were found to have more severe stability problems. The report <br /> projects that minimal or no reclamation effort will be required along sections <br /> that contain moderate stability problems, but special reclamation methods will <br /> have to be applied within sections containing the more severe stability <br /> problems. The methodology applied in completing the inventory mapping project <br /> appears to be in keeping with the prudent state-of-the-art of geotechnical <br /> analysis . <br /> The report categorizes problem areas in seven typical situations: high soil <br /> cuts; high rock cuts; high, thick fills; high, thin fills; areas of severe <br /> erosion; potentially unstable slopes; and avalanche zones. The operator's <br /> consultant projects that 5 to 7 test sections should be adequate to property <br /> test reclamation of each of these representative reclamation problem <br /> categories. However, specific remedial techniques and test section selection <br /> were not within the scope of Phase I. <br /> I recommend acceptance of the Phase I report in partial fulfillment of the <br /> requirements of Stipulations No. 22 and No. 26, placed upon permit No. <br /> C-017-81 . <br /> /ep <br /> cc: Brian Munson <br /> Doc.
