" <br /> Pursuant to your request, I have reviewed the report referenced above. This <br /> report, prepared by Geo-Hydro Consulting, Inc. for Mid-Continent Resources, <br /> partially satisfies Stipulations No. 22 and No. 26 placed upon permit No. <br /> C-017-81 . Those two stipulations directed Mid-Continent Resources to analyze <br /> the stability of roads and mine benches at the five Coal Basin mines, for the <br /> ultimate purpose of developing reclamation procedures for those facilities . <br /> The company has proposed to complete this task in three separate phases . <br /> Phase I includes an inventory of the existing geotechnical situation. Phase <br /> II constitutes the design of reclamation procedures, including the <br /> construction of test sections at representative locations throughout the mine <br /> site, in order to verify the proposed reclamation techniques. The final Phase <br /> III comprises the completion of the actual reclamation program. <br /> The majority of the road and mine bench reclamation is proposed to occur upon <br /> completion of the rock tunnel now under construction at the Coal Basin mines . <br /> Upon completion of this underground facility, the intense haulage of coal <br /> along surface roads will be greatly curtailed, allowing early reclamation of a <br /> large portion of the existing roads. The operator's tentative schedule of <br /> activities calls for completion of Phase I during 1983, the performance of <br /> Phase II during 1984, and the completion of the majority of the Phase III <br /> reclamation between 1985 and 1987. <br /> 423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203 Tel.
