SECTION I - Status of Operations <br /> Mid-Continent Resources (Mid-Continent) first received a permit to conduct <br /> surface coal mining operations from the Division on May 21 . 1983. A permit <br /> revision adding the Sutey refuse disposal facility to the permit area was <br /> approved by the Division in August 1984. The permit for Coal Basin Mines was <br /> renewed on May 31 . 1988. and the current permit will expire on May 30, 1993. <br /> Major changes in the operation have included completion of the <br /> Adit/Rock Tunnel in 1987, and the permitting of the Sutey coal processing <br /> waste disposal facility in 1984. Mid-Continent in recent years has worked two <br /> of the five permitted mines in Coal Basin, by both continuous miner and by <br /> advancing longwall methods. <br /> As of the date of this Midterm Review, Coal Basin has ceased operations and <br /> Mid-Continent has indicated that they do not plan to resume operations. The <br /> mine is currently in temporary cessation and Mid-Continent is attempting to <br /> sell the mine to a qualified buyer who would succeed to the permit. In <br /> July, 1990. the Division found that a pattern of violations existed and issued <br /> to Mid-Continent an Order to Show Cause Why Permit Should Not Be Suspended Or <br /> Revoked ("Show Cause Order") . The Division is attempting to resolve the Show <br /> Cause Order as well as issues related to reclamation bonding, permit transfer <br /> and reclamation and soil stabilization by means of a Settlement Agreement with <br /> Mid-Continent, but to date, such Agreement has not been reached. A hearing <br /> before the Colorado Mined Land Reclamation Board has been scheduled for the <br /> May. 1991 Board meeting. <br /> -2- <br />
