The plant was to be installed in the <br /> existing coal preparation plant. <br /> Mid-Continent completed preparations for installation of the water <br /> treatment plant last year. However, due to problems with the <br /> supplier, the plant itself has never been fabricated or delivered. <br /> Mid-Continent, in reporting on this setback, indicated our <br /> intendion to review and re-think our assumptions and plans for the <br /> alternate treatment system. We have done so, and wish to propose <br /> an amended treatment system. <br /> The essential elements remain the same in that the facility is to <br /> be located in the preparation plant, utilizes mechanical and <br /> chemical methods for separation of solids from the flow, and <br /> utilizes the pipeline from the tunnel to reach the plant. The 016 <br /> pond series remains an alternate or additional treatment system, <br /> with flows controlled to either or both the plant or ponds through <br /> the valve box which is situated at the tunnel yard area. <br /> The revised system differs in being less complex mechanically, <br /> which we see as an advantage. In addition, our consultant, Mr. <br /> Reynolds, has done further testing of flocculants. <br /> Mid-Continent anticipates continued use of MRL - 100 in the 016 <br /> treatment ponds, and possibly as the flocculent in the proposed <br /> water treatment plant. Two other flocculants, Nalco 9707 and Nalco <br /> 8170 have been found to be particularly effective in settling <br /> solids from our mine discharge water. <br /> The amended system will allow us to use the mine drainage as make- <br /> up water in the preparation plant, as necessary. It incorporates <br /> an existing sediment pond (020) for "finishing" prior to discharge <br /> to Coal Creek, but simplifies the maintenance and cleaning <br /> requirements substantially. <br /> Existing facilities and infrastructure will be incorporated in this <br /> system. In addition, substantial work will be required to bring <br /> it on line. For that reason, Mid-Continent anticipates filing a <br /> request for Technical Revision in the near term, seeking approval <br /> of the revised plan, and wishes to proceed expeditiously to bring <br /> the system on-line. <br /> The general elements of the system, which we are in process of <br /> designing, are as follows: <br /> Mine drainage flows out of the tunnel adit through <br /> the existing "white pipe" and passes through a grit <br /> screen, which separates larger coarse coal solids <br /> (+35 mesh) from the flow. <br /> We estimate that approximately one third of the <br /> 2 <br />
