A second malfunction of the <br /> system occurred when the spillpipe was damaged during pond <br /> cleaning. <br /> Mid-Continent has made modifications and improvements to the pond <br /> system since then, includinq installation of a pond by-pass for <br /> cleaning and use of a flocculant which has proven quite effective. <br /> Maintenance of the ponds has been increased, including frequent <br /> pond cleaning. The access road is kept open through the winter <br /> months. Extensive data has been collected concerning levels of <br /> flow and sediment concentrations of both inflow and outflow. <br /> The ponds are functioning very well under variable flow conditions, <br /> and sediment loads and water quality of the pond effluent is well <br /> within applicable limits. <br /> However, in recognition of the problems which previously occurred, <br /> Mid-Continent committed to the instaIlation of additional treatment <br /> capabilities. We propose addition of a water treatment plant to <br /> fulfill this commitment. Our intention is to use both the 016 <br /> ponds and the treatment plant for treatment of mine drainage. <br /> Mid-Continent previously received permit permission, under <br /> Technical Revision 12, to install a water treatment plant which <br /> combined mechanical and chemical treatment methods for removal of <br />
