Minutes, January 23 - 24, 1991 5 <br />Ms. Carolyn Johnson said they felt that there was an appearance of a <br />conflict of interest in this case. She suggested that the Board <br />continue this hearing to a later date. <br />Acting Chairperson Luke Danielson ruled that because of a lack of a <br />quorum, this matter could not proceed before the Board at this time, <br />and the remaining Board Members agreed. <br />Staff Presentation by Dave Bucknam: <br />10. ACTION BY MSPP BOARD OF TRUSTEES <br />11 <br />ra ion o <br />ine u'si <br />ims <br />ence Protection Program. <br />It was MOVED that the MLR Board adjourn and convene the MSPP Board of <br />Trustees o discuss this matter. SECONDED AND PASSED UNANIMOUSLY <br />(Danielson, Kraeger - Rovey, Entz and Cattany). <br />Staff referenced ATTACHMENT Q - a January 16, 1991, memo summarizing <br />the status of this issue and the cost that would be incurred by the <br />Division, if the MSPP was set up and maintained in- house. Also <br />attached was a January 7, 1991, letter from Johnson & Higgins to the <br />Division which included their costs to the maintain the program. <br />If the Board opted to maintain this program in -house through the <br />Division, Staff recommended that the current contract be allowed to <br />expire in September of 1991. Staff discussed this matter in detail <br />with the Board and answered their questions. <br />Mr. Bob Stevenson, with Johnson & Higgins and the plan administrator <br />for this Program, was present and answered questions from the Board. <br />The Board discussed different options for maintaining the Program. It <br />was suggested that Mr. Stevenson, at the March Board Meeting, provide <br />information regarding cost for marketing the Program. At that time, <br />the Division will also provide specific alternatives and <br />recommendations to the Board regarding resolution of this matter. <br />It was MOVED that the Board of Trustees for the Mine Subsidence <br />Protection'P rogram adjourn and reconvene the meeting of the Mined Land <br />Reclamation Board. SECONDED AND PASSED UNANIMOUSLY (Danielson, <br />Kraeger - Rovey, Entz and Cattany). <br />11. MLR BOARD ACTION <br />10th Construction Grant for Inactive Mine Reclamation Program. <br />Staff presented ATTACHMENT C - a January 15, 1991, memo regarding the <br />15 construction projects (inactive /abandoned mines) that the IML <br />Program plans to complete this summer, through the approval of the 10th <br />Construction Grant. Eight of the projects relate to non -coal mine <br />reclamation; 6 are coal projects and 1 project is Project <br />Maintenance - -coal and non -coal. Slides of each of the projects were <br />shown and discussed with the Board. Staff answered questions from the <br />Board. <br />
