Delaney: <br /> The Division has received the above noted Technical Revision application <br /> and determined it to be complete. We noted one discrepancy in the proposed <br /> newspaper notice. There is no specific time frame for public comment on a <br /> technical revision application, and the final sentence of the notice <br /> should be deleted. <br /> Although we have not reviewed the application in detail , we do have some <br /> general comments based on a preliminary review. <br /> 1 . With regard to small area exemptions, detailed design plans <br /> and supporting calculations demonstrating compliance with Rule <br /> 4.05.20) have not been submitted. We request that this issue <br /> be addressed as a separate technical revision application to be <br /> submitted by July 18, 1991 . The revision should address those <br /> sites identified in NOV C-90-052, as well as those sites identified <br /> in the Division' s November 7, 1990 letter. Plans and calculations <br /> should demonstrate that existing or proposed sediment control <br /> measures will either provide for total containment of the 10-year, <br /> 24-hour runoff, or will provide for adequate sediment retention <br /> (sediment traps , filter fabric fences, straw bales , etc. ) or soil <br /> protection (gravel , vegetation, mulch, etc. ) to insure that <br /> applicable NPDES point source discharge standards (settleable <br /> solids) will be met. A plan for field verification of treatment <br /> effectiveness (discharge sampling) should be included in the <br /> application. We acknowledge that the sites referenced in the <br /> November 7, 1990 letter were previously approved as small area <br /> exemptions , but we cannot find documentation demonstrating <br /> compliance with Rule 4.05.20) . <br />
