Subject: Mid-Continent Resources <br /> Enclosure #2 <br /> To: District Ranger <br /> On 12-16-85 the following people met at the Paonia Ranger District to discuss <br /> Mid-Continent's proposed road location along the top of Huntsman <br /> ridge: George Wear Steve Posey <br /> Doug Bowman Mike Ward <br /> John Hill <br /> George said that there is a great deal of interest in methane developement from t <br /> coal on their side of the mountain. Doug requested that we go ahead and <br /> process their permit for the above referenced road in the event that <br /> Mid-Continent decides to build the road and drill the gas wells. He is not <br /> sure when this would occur now due to economic conditions, but would like to be <br /> prepared if T.R.W. or some other company should approach them on a methane <br /> drilling program. <br /> George is still emphatic that we have already received a proposal . The <br /> procedure which the Forest Service is required to utilize was explained in Thai: <br /> -is--to receive Mid-Continent's proposal in_ the- form__of a technical _ <br /> revision then pass this on to O.S.M. who in turn_passes_it on to us. We agreed <br /> to accept the information we have as an informal proposal and do our analysis <br /> based on this data. We will incorporate the formal proposal when it is <br /> received, but to speed the process up we will try to have-our-input- including <br /> public involvement, ready prior to that time. <br /> Doug will contact Mike Long of M.L.R.D. and-_see_if_Mid-Continent can submit <br /> there Technical Revision co_ntingent-on getting the vegetative and soils data <br /> required this coming field season prior to_ the Revisions approval . <br /> Mid-Continent is only interested in permitting the road for access to the gas <br /> wells at this point in time. Other activities such as the ventilation shaft <br /> will be covered in another document. <br /> Steve suggested that from the informal side we set up a meeting with interested <br /> parties in mid-January, and have the Mid-Continent people explain the project <br /> proposal while we discuss the process which will be followed. At this meeting <br /> we will solicit public concerns and solutions to those concerns. After this <br /> we will include this input in our analysis which can be submitted to O.S.M. <br /> when the formal proposal comes in. As part of the analysis I requested <br /> information on sizes and numbers of types and pieces of equipment which would <br /> be required to drill the anticipated wells.
