February 13, 1990 <br /> FROM: Lew Thompson <br /> A Notice of violation (NOV) issued by the Colorado <br /> Department of Health in February, 1989, required that Mid- <br /> Continent Resources increase monitoring of the 016 discharge <br /> from monthly to weekly for total suspended solids (tss) , <br /> recoverable iron, disolved solids, and flow. Beginning the <br /> first of August, the 016 ponds have been "flocced" with MRL <br /> 100 (Guar Gum) . A .5% floc solution at a rate of <br /> approximately 11 . 5 gallons per hour has been introduced into <br /> the system using a metering pump attached to a 4,000 gallon <br /> floc tank. <br /> Attachment "A" shows the date monitoring took place and <br /> the results including the flow from the mine and at <br /> discharge 016. You will notice that only once during this <br /> time period, on 8/22/891 the total suspended solids go above <br /> the 35 ppm level . On August 20 , 1989 , the most severe storm <br /> of the summer occurred depositing . 96" of precipitation. I <br /> feel this storm event could have contributed to the higher <br /> level of total suspended solids. Please note that the week <br /> previous to the 22nd of August and the week following August <br /> 221 the total suspended solids were significantly lower. <br /> An additional requirement of the Department of Health <br /> is bio-monitoring of the 016 discharge. The first two tests <br /> run on March 17 , 1989 and July 3, 1989, showed no toxicity <br /> to the test organisms (ceriodaphnia and fathead minnows) . <br /> The sample of July 201 1989, was acutely toxic to the <br /> ceriodaphnia but not the fathead minnows. The sample of <br /> September 71 1989, also showed an acute toxicity to the <br /> ceriodaphnia. With the second test failure in a row, We <br /> entered a Phase I Toxicity Reduction Evaluation (TRE) . One <br /> of the THE tests run was on the NRL 100 (Guar Gum) . The <br /> tests were run with both Dutch Creek water and reconstituted <br /> water. No toxicity was oberved in either test. On October <br /> 170 1989, other tests on the September and October sample <br /> were run. All of the tests run showed some levels of <br />
