-2- <br /> begin this work in the summer of 1987 and complete it in the <br /> summer of 1988. If the co-generation plant is a go in 1989, <br /> then by 1990 the new Phase I area may have the coal refuse <br /> removed from it. This Phase I area would be used to place the <br /> fly ash generated by the new plant. Our new five-year permit, <br /> 1988-1993, would address the details of the fly ash disposal. <br /> The first actual reclamation of the proposed expansion area <br /> would occur in one of these ways: <br /> 1. Upon completion of coal refuse to final contour in this <br /> area. (following completion of the original Sutey area plus <br /> first expansion. ) <br /> 2. Upon completion of the fly-ash disposal in this area. <br /> 3. Closure of the mine. <br /> All the above would be revegetated in the final manner; first <br /> the refuse would receive any final grading if necessary. Then <br /> the topsoil would be placed according to aspect (see attached <br /> Sutey guidelines) 12-18 inches north and east slopes, 18 to 24 <br /> inches west and 24 to 30 on the south slopes. The entire area <br /> would be broadcast seeded with the special Sutey mix (list <br /> attached) at 30 lbs/acre. Straw mulch would then be broadcast <br /> at 1-1/2 to 2 tons per acre. <br /> BOND <br /> Total area = 11.1 acres <br /> Topsoil - average depth 13.2" = 27,154 cu. yds. <br /> x $ .85/yd (MLRD figure) _ $23,081 <br /> Final Grading @ $70./AC (MLRD figure) x 11.1 AC = $ 777 <br /> Revegetation @ $1395/AC (MLRD figure) x 11.1 AC $15,485 <br /> TOTAL: $39,343 <br /> Yours very truly, <br /> Environmental Coordinator <br /> DWBOWMAN:ms <br /> 103 <br />
