These <br /> include vegetation, topsoil and seed list information. Also <br /> included are current data on the hydrology, pile stability, <br /> reclamation plan and bond. <br /> This revision is required at present to accommodate a larger <br /> working area and greater volume capability for coal refuse than <br /> was anticipated. The increased volume of coal refuse is result- <br /> ing from the destruction of the No. 2 Mine coal bin and associ- <br /> ated trommel screen. All the trommel rock is now coming through <br /> the wash plant, which has raised the reject rate to over 45 <br /> percent. Our proposal is to increase the storage area to the <br /> north approximately 11 acres, or 300,000 cubic yards. This new <br /> area (designated 1987-88 Phase I) would give us enough storage <br /> to last to the end of 1989, which is the projected startup of <br /> the co-generation project, at which time refuse would begin to <br /> be removed. <br /> If the co-generation project is not feasible, then in 1989 Phase <br /> II would be initiated, expanding the pile for an additional 15 <br /> years. We have applied to the DSFS, White River National <br /> Forest, Mount Sopris District (Carbondale) for a special use <br /> permit to utilize 40 acres of OSFS land adjacent (north) to the <br /> Sutey property. This additional area would cover the total <br /> Phase I and Phase II volumes for approximately 15 years. <br /> Reclamation Plan - The new surface water diversion ditch would <br /> be constructed, then the new perimeter drainage ditches and <br /> the sediment ponds would be completed. All the vegetation and <br /> approximately 27,154 cu. yds. of topsoil would be removed <br /> (average 18.2 in. depth) and stockpiled. The under-drain would <br /> be extended up to the 'surface diversion ditch. We would hope to <br /> 102 <br />
