December 28, 1989 <br /> Subject, inspection of Coal Basin Refuse Pile and Rock Tunnel Waste Pile <br /> Fourth Quarter, 1989 <br /> On December 22, 1989 an inspection was made of the Mid-Continent <br /> Resources Sutey Coal Refuse Pile and the Rock Tunnel Waste Pile The <br /> inspection was made by myself, a Registered Professional Engineer in the <br /> State of Colorado, I nave had over eight years experience in the design, <br /> construction and operation of refuse piles. <br /> The purpose of this inspection was to ensure that the refuse piles were <br /> being constructed according to the approved designs and the requirements <br /> of Rules 4.9 and 4. 10 of the Colorado Mined Land Reclamation Board and <br /> 30CFR 77.215 of the Mine Safety and Health Administration. The inspection <br /> included observations of structural stability, compaction procedures and <br /> hydrologic control. <br /> Sutey Coal Refuse Pile <br /> At the time of inspection snowcover made observations somewhat <br /> difficult.The Sutey Refuse Pile was receiving refuse from-the washer <br /> plant. The refuse was discharged onto the pile by a conveyor belt. A D-8 <br /> Dozer was pushing the refuse material from the discharge point to the <br /> northern end of the pile. The horizontal lifts being pushed out were less <br /> than two feet thick. After spreading the material the dozer was making <br /> several passes over the refuse in order to facilitate compaction. <br /> From the conveyor belt discharge point, accumulated refuse was being <br /> pushed down the slope to the northern end of the pile where it was being <br /> placed in two foot horizontal lifts. Snow was being pushed away from the <br /> active area prior to any placement of refuse material <br /> A walkarounc of the entire area indicated that all ditches, ponds and <br /> culverts were in good working order, There was no evidence of ponding or <br /> structural instability anywhere on the pile. <br />
