It was agreed by both the <br /> Office of Surface Mining (OSM) and the State that, due to the <br /> dynamics of the stream channel (flow characteristics and channel <br /> materials in the valley) and because of the debris flows which <br /> occur in this area, the new channel would be most environmentally <br /> sound if it mirrored the current channel cross sectional area. It <br /> was further acknowledged and agreed that the reconstructed channel <br /> could experience channel scour until the stream reached an <br /> equilibrium. Robert Jarrett of the United States Geological Survey <br /> noted that due to the volume of materials carried and deposited by <br /> the debris flows, equilibrium was a dynamic process of scour and <br /> deposition. It was acknowledged that due to the dynamic nature of <br /> the stream channel , resultant sedimentation would occur. It was <br /> agreed by all that foundations must be completely removed in order <br /> to prevent the formation of an artificial nick point which would <br /> influence stream direction and gradient. <br /> It was generally acknowledged that the steam should probably be <br /> reconstructed so that it flows through the area where the ambulance <br /> shop is currently located. From that point, the channel would <br /> generally strike toward the current mine entrance gate, where it <br /> would be confluent with Coal Creek. The point of cut out from the <br /> present channel has not been determined, pending analysis of the <br /> aerial photos which depict the Dutch Creek cut bank near the refuse <br /> pile. <br />
