The Division is <br /> obligated to follow the contracting procedures established by the <br /> Division of Purchasing. The Inactive Mine Program has fo 'owed the <br /> Purchasing procedures for years, and has developed a guideline for <br /> completing the competitive bid process. In contracting out the <br /> various reclamation tasks to be undertaken at Coal Basin, I will be <br /> using the Inactive Mines guidelines. <br /> I am currently in the process of drafting an Invitation to Bid <br /> package. This package contemplates the reclamation of the Number <br /> 5 Mine Fan Entry area, the associated access road and an adjacent <br /> exploration road, and the 5 Mine Haul Road (Road G) . This <br /> reclamation work will consist of backfilling against the road cuts <br /> with material excavated from the road out-slopes in some areas, <br /> while other areas will simply be slightly graded, ripped and <br /> seeded. A number of small dips will be placed in the road to <br /> promote drainage from the roadway over the outslope at regular <br /> intervals. In addition, the road remnant will be graded so that <br /> sheet flow of water will occur directly over the road surface to <br /> the outslope, rather than allowing water to be concentrated into <br /> rivulets which form gullies on the out-slopes. After all the <br /> grading work is done, the entire surface area will be seeded. The <br /> outcome of these efforts will be a landform which resembles a <br /> vegetated bench about ten to twelve feet wide sloping to the down <br /> slope. The U.S. Forest Service seems to approve of this <br /> reclamation concept, which should act as a model for reclamation of <br /> the other roads at the mine. <br /> The Invitation to Bid also includes specifications for the <br /> construction of three diversion channels to handle runoff from the <br /> Sutey Refuse Disposal Area. After construction of the diversions, <br /> the Sutey area will then be topsoiled, mulched and revegetated. <br /> The Rock Tunnel Waste Disposal Area will also be reclaimed through <br /> this Invitation to Bid package.
