reclamation plan forms the basis for future Bid Documents. The <br /> field work and reclamation plans for the Number 5 Mine Light Use <br /> Roads, and Road G are completed. The field work and reclamation <br /> plan for Road F is about half done, and should be completed by <br /> September 11. <br /> After I finish the road survey in late September, I will do the <br /> field work needed to draft the reclamation plans for backfilling <br /> and grading of Mines 1,2,3 . Following that, I will finalize the <br /> reclamation plans for the Rock Tunnel Waste Dump (which I have <br /> already nearly completed) and Old Refuse Area. I will write the <br /> reclamation plans as I go, but anticipate a lot of office time in <br /> putting them into Bid Document format this winter. I would <br /> anticipate that the reclamation work at the Old Refuse Area and at <br /> the Rock Tunnel Waste Dump could begin in mid to late May. Work on <br /> the roads and at the entries would start in mid June, depending on <br /> snow melt. I assume that Maggie will want the Bid Documents by <br /> late January to stay on track. <br /> To facilitate this work, I am contracting to obtain new aerial <br /> stereoscopic photos of the site. The most recent air photos are <br /> from 1982 , and do not adequately depict the site as it currently <br /> exists. <br /> Cheryl has asked that I finalize the bond estimate which we had <br /> started to negotiate with OSM last spring. I will do this over the <br /> next several months, in conjunction with doing cost estimates for <br /> the Bid Documents. The big cost items which need to be resolved <br /> include the amount of backfill needed at the highwalls, and the <br /> relocation of Dutch Creek in the vicinity of the Office. <br /> I am also helping Cheryl develop interrogatories for the personal <br /> liability suit. She is working with OSM solicitor Dee Ann Owen in <br /> getting this and other discovery together. The suit has been <br /> reassigned to Eagle County District Court from Pitkin County. <br /> Cheryl and I agree that this is a good time to aggressively pursue <br /> discovery now that Mid-Continent is not doing the reclamation work. <br /> Dave had suggested that I spend some time on bidding out a smaller <br /> reclamation job in order to help familiarize myself with the <br /> contracting process. I think that this would be helpful for myself <br /> and probably save Maggie some grief in editing my work. Let me <br /> know what you may have in mind. Also, I am planning on attending <br /> a pre-Bid that Paul Krabacher is doing next week to help <br /> familiarize myself with that process. Paul will also be attending <br /> my first pre-Bid on the eleventh. <br /> I will be sending out a quarterly news letter to those people on <br /> the Coal Basin mailing list. This includes most of the people who <br /> attended the public meetings, as well as local State level <br /> legislators. Loretta helps with the editing of these news letters. <br /> This seems like a more effective communication tool than infrequent <br /> public meetings. <br />
