I am currently developing detailed reclamation plans for each of <br /> these areas. These reclamation plans are responsive to the <br /> concerns of the U. S. Forest Service and to the general concerns <br /> voiced by the Office of Surface Mining. It is also necessary, <br /> however, to conform these plans and concepts to the permit <br /> reclamation standards. These plans will form the basis of the <br /> Invitations to Bid which will be circulated to reclamation <br /> contractors throughout the State next Spring. <br /> The Bureau of Land Management has indicated that it may have <br /> about $100, 000 available to dedicate to reclamation of the mines <br /> highwalls. This money comes from a performance bond submitted by <br /> Mid-Continent when they received the Federal Coal Lease. <br /> Apparently this bond has been revoked by BLM. I am currently <br /> pursuing this possible funding avenue with the BLM in Grand <br /> Junction. <br /> Demolition at the mine continues. Machinery and Equipment <br /> Company (M&E) is removing the mine facilities at the -Numbers 1 <br /> and 2 mines under contract with Mid-Continent. This work could <br /> be completed this fall. All facilities excepting foundations <br /> have been removed from the Number 3 mine. Almost no salvage work <br /> has been accomplished at the main facilities area. The M&E <br /> contract requires them to complete their work by the end of the <br /> 1995 operating season. I question whether they will be able to <br /> finish by then. <br /> We are publishing a periodic update of the Mid-Continent status. <br /> The first update was published and mailed in mid-August. This <br /> update is mailed to all who have attended and signed in at the <br /> public meetings which the Division has hosted in Carbondale.
