STATE, OF COLORADO
DIVISION OF MINERALS AND GEOLOGY
Department of Natural Resources
131 3 Sherman St, Room 215
Denver, Colorado 80203
Phone (303)866-3567
FAX (303) 832-8106
DEPARTMENT,
NATURA
MEMO
RESOURCI
Rov Romer
September 21, 1994 Governor
James S Lochhead
Executive Director
c uti
TO: Mined Land Reclamation Bo d, Michael Long E a Long
Division Director
FROM: Steven Renner.
RE: Mid-Continent Resources Coal Basin Mine Update
Mid-Continent Resources is no longer participating in the
reclamation of the mine site. The Division is in the process of
contracting the reclamation work through the competitive bid
prL,;ess utilized by the Inactive Mines Program. I am currently
assigned to the Inactive Mines Program, and we are working
together to mesh the competitive bid process with the reclamation
requirements contained in the Coal Regulations and within the
Coal Basin Permit.
On September 11, 1994 , the Division hosted a pre-bid meeting at
the mine site for the purpose of allowing contractors the
opportunity to view the reclamation work to be accomplished this
year. Fifteen reclamation contractors attended the pre-bid. The
bids will be opened on September 27, 1994 . The objectives cf
reclamation this year are to regrade, topsoil and revegetate the
Sutey Refuse Disposal Area. Three drainage channels will also be
constructed at the Refuse Disposal Area. Also included in the
project will be revegetation of the Number 5 Mine. This area was
seeded in 1993 by Mid-Continent, but the effort was unsuccessful
in achieving adequate vegetative cover. A number of maintenance
activities will also be accomplished in order to minimize the
impacts of runoff to the adjacent streams. Construction is
scheduled to begin on October 7, 1994, and is scheduled to be
completed by November 24 , 1994 . It is possible ,that severe
winter weather conditions will force portions of the project to
be completed in the Spring of 1995. 1 /
Assuming that sufficient funds are available, the Division will
contract out reclamation of Mines 1, 2 , 3 , the associated haul
roads and the Number 5 Mine haul Road. A number of access and
light use roads at these mines will also be reclaimed. The Rock
Tunnel Waste Dump and portions of the Old Refuse Disposal Area
will also be included in the 1995 reclamation.
