This short outline
explains in simplest terms: 1) the effort that OSM must undertake
in order to design the reclamation specifications and provide the
state of Colorado a "bid package. " ; and 2) the estimated cost to
complete the on-the-ground stream channel reclamation.
Regarding item 1) above, OSM personnel would need to:
A) make one or two one-week site visits between late April and
early June, 1995 (hydrologist, ecologist, soil scientist) to:
1) . Survey the lower facilities area, including lower Dutch
creek and Coal creek. GPS surveying equipment will likely
be required;
2) . Target and measure specific local rock sources to line
the reconstructed stream channel;
3) . Evaluate local vegetation, soil and stream channels in
order to make the reclamation plan "site-compatible" ;
B) input survey data into earthVision software (TIPS reclamation
specialist) ;
C) create surface models of the exsisting and proposed land
surface near the facilities area, and refine volumetric estimates
(TIPS reclamation specialist) ; and
D) generate design specifications (TIPS reclamation specialist
and individual discipline experts) :
1) existing and proposed topography, soils and vegetation
maps;
2) cross-sections of existing and proposed topography;
3) channel hydraulic/geomorphic design specifications.
Regarding item 2) from the opening paragraph, an estimated cost
for the on-the-ground reclamation work is attached. Please
understand that the proposed costs are the best estimates from
our currently available information and could be subject to a
dramatic change, depending on the field investigations. It is
considered more likely that the reclamation costs will be ess
than the attached costs rather than more.
