ATTACHMENT A <br /> (2) Declare forfeited the entire amount of the bond for which liability is <br /> outstanding. <br /> RULE 4. PERFORMANCE STANDARDS. <br /> 4.01 GENERAL PROVISIONS <br /> 4.01.1 Scope and Objectives <br /> This rule sets forth the minimum performance standards and design <br /> requirements to be used for coal exploration, surface coal mining and <br /> reclamation operations incident to underground mining activities and special <br /> categories of mining. These performance standards and design requirements <br /> will provide for: <br /> (9) Conducting surface coal mining and reclamation operations to insure that <br /> society and the environment are protected from the adverse effects of such <br /> operations and that the rights of surface landowners and other persons with a <br /> legal interest in the land or appurtenances thereto are fully protected. <br /> 4.05 HYDROLOGIC BALANCE <br /> (2) Changes in water quality and quantity, in the depth of ground water, and in <br /> the location of surface water drainage channels shall be minimized so that the <br /> approved postmining land use of the permit area is not adversely affected. <br /> (b) Acceptable practices to control and minimize water pollution for <br /> surface coal mining operations include, but are not limited to: <br /> (v) Lining drainage channels with rock or vegetation; <br /> 4.05.2 Water Quality Standards and Effluent Limitations <br /> (1) All surface drainage from the disturbed area, including disturbed areas that <br /> have been graded, seeded, or planted, shall be passed through a sedimentation <br /> pond, a series of sedimentation ponds, or a treatment facility before leaving the <br /> permit area..... <br /> (2) Sedimentation ponds and treatment facilities for surface drainage from the <br /> disturbed area shall be maintained until removal is authorized by the Division <br /> and the disturbed area has been revegetated and stabilized, the untreated <br /> drainage from the disturbed area ceases to contribute additional suspended <br /> solids above natural conditions, and the quality of untreated drainage from the <br /> Act/Regulations/Page 3 <br /> Attachment A <br />
