Late in the summer when it was apparent that the State <br /> was taking over the project, I asked Steve Renner to send us copies <br /> of all , RFP 's -and other correspondence related to contracting work <br /> at the sites. He said he would do this but he would send it to Mid- <br /> Continent and not to me. I said that would be fine. Neither Mid- <br /> Continent or myself have received any material from Steve regarding <br /> the work. Mid-Continent had to send Lewron Thompson to the site to <br /> get a copy of- the RFP. <br /> When I got my initial copy of the RFP, I was disturbed to see that <br /> the final hydrology of the Sutey Pile had been drastically changed <br /> from the plan that was worked on and approved as TR-25 only 11 <br /> months ago. On October 6, 1994, Steve Renner and I talked in the <br /> Forest Service's office in Carbondale after a meeting about the <br /> proposed land exchange and we briefly discussed the plans in the <br /> RFP . i expressed concerns about some of the designs and Steve said <br /> that they had been changed since the initial RFP . The changes were <br /> sent to all contractors who signed up on the 1 i st. I asked why Mid- <br /> Continent had not received them and he said something to the effect <br /> that it was not up to him to inform Mid-Continent about what they <br /> were doing. Mike, Mid-Continent is the landowner of the entire area <br /> of the Sutey Pile. How can it be that Steve makes drastic changes <br /> to the approved plan in a crucial area such as the Sutey Pile <br /> without even notifying the landowner? I would like an answer to <br /> this question. I also want to know why the approved plans were <br /> changed in the first place. <br />
