STATE OF COLORADO
DIVISION OF MINERALS AND GEOLOGY
Department of Natural Resources
1313 Sherman St.,Room 215
Denver,Colorado 80203
Phone:(303)866-3567
FAX:(303)832-8106
M E M O R A N D U M DEPARTMENT OF
TO: Dave Bucknam NATURAL
RESOURCE
FROM: Susan McCannon Roy Romer
Governor
James S Lochhead
RE: Mid-Continent Reclamation
Executive Director
Michael B Long
DATE: October 20, 1994 Division Director
On October 1111, 1994 I returned a phone call to Diane Delaney of
Mid-Continent Resources. She indicated that she had concerns with
the reclamation plan which the Division had published for bids. I
explained to her that I had no involvement in the reclamation
activities at the mine and that her concerns were better directed
to you. She however launched into her concerns, which are as
follows:
Do we know and approve of what's being done?
What type of technical review of the reclamation plan
developed by Steve Renner have we conducted?
- The reclamation plan published for bid entails construction of
dug-out dozer basins and a swale on the Sutey Refuse Pile.
MCR has always been held to a standard of not creating of
allowing any impoundment of water on the pile. Why are we not
following the same lead. What will impoundment of water on
the pile do to demonstrations of stability.
Expectations of conducting earth moving work in October and
November are not realistic.
I told Diane that I would pass on her concerns to you and that you
would probably touch base with her about these concerns. Before
she called, Steve Renner, Mike Long and I had talked about the need
for a letter to MCR to clearly define responsibilities within the
Division for activities related to MCR. Subsequent to my
conversation with Diane a letter has been sent. I assume that you
received a copy of the letter.
Let me know if you have any questions.
cc: Mike Long
Steve Renner
